 * Second phase of CBUID to be launched in three new governorates

GIZ Egypt celebrated the completion of phase one of the project of Capacity Building through Urban Infrastructure Development (CBUID), co-funded by the German government and the European Union and implemented in partnership with Egypt’s Ministry of Housing, Utilities, and Urban Communities, represented through the General Organization for Physical Planning (GOPP) and the Urban Development Fund (UDF).

A distinguished ceremony was held at the National Museum of Egyptian Civilization on the successful conclusion of the project’s first phase that included Alexandria, Beheira, and Assiut, amid plans to launch the second phase of the project in January 2025.

The ceremony was graced by notable dignitaries, including Dr. Manal Awad, Minister of Local Development, who underscored the importance of fostering collaboration between national and international entities to achieve sustainable urban development.

Governors from both the first and upcoming phases of the project attended the event, including Assiut Governor Major General Hesham Ahmed Abulnasr, Beheira Governor Dr. Jacqueline Azar, Aswan Governor Major General Ismail Kamal, and Qalubeya Governor Engineer Ayman Attia.

Engineer Khaled Seddik, Chairman of the Urban Development Fund, highlighted the fruitful partnership with GIZ Egypt, noting the successful completion of Phase One and its role in advancing Egypt’s urban development goals.

For his part, Lorenzo Vingut Harrington, Head of the Green and Sustainable Transformation Team at the EU Delegation in Egypt, reaffirmed the EU’s commitment to the next phase of the project.

He remarked, “The EU remains steadfast in its support for initiatives that improve basic services, enhance economic opportunities, and foster social inclusion in areas highly vulnerable to migration and climate challenges.”

Carl Moritz Leifgen, Deputy Head of German Cooperation at the German Embassy in Cairo, praised the participatory approach adopted by CBUID, stating, “This project exemplifies the power of collaboration, integrating the expertise of local communities, government entities, and development partners to tackle urban challenges and improve lives.”

As CBUID embarks on its second phase in January 2025, the focus will extend to Qalyubeya, Aswan, and Alexandria, building on the successes of the first phase. With continued emphasis on inclusivity, capacity building, and resilience, the project aims to address emerging urban challenges while creating sustainable opportunities for Egypt’s growing urban population.

Since its inception in 2020, CBUID has successfully implemented 17 infrastructure interventions and 15 urban management strategies across the three target governorates. These measures have addressed challenges related to health, education, mobility, youth services, the environment, and climate resilience. The project has provided improved healthcare services to over 140,000 residents, enhanced learning environments for more than 7,300 students, and empowered over 800 participants through vocational training programs. Revitalized public spaces have benefited over 185,000 residents, contributing to more inclusive and resilient urban communities.
