Egypt launches IDEIA to fast-track green investments under €271 mln program

Egypt has launched the Integrated Digital Environmental Impact Assessment (IDEIA) system under the €271 million Green Sustainable Industries (GSI) program, aiming to fast-track green investments by streamlining environmental approvals, replacing paper-based procedures, and enhancing transparency and governance.

Investment and Foreign Trade Minister Mohamed Farid Saleh and Local Development and Environment Minister Manal Awad launched the system in the presence of Suez Governor Hany Rashad, Head of the European Investment Bank (EIB) Regional Hub for North Africa and the Middle East Guido Clary, and Deputy Head of the EU Delegation to Egypt Anne Schouw, alongside government officials, development partners, and international organizations.

The GSI program has total financing of around €271 million from international development partners and the Egyptian government.

Faster approvals:

Saleh said IDEIA will accelerate environmental assessment services and enable investors to submit and track project applications online, monitor their progress, and reduce the time and effort required to complete procedures.

Electronic integration between agencies responsible for environmental assessments, licenses, and approvals will create a centralized project database, providing policymakers with accurate, up-to-date data to identify priority sectors and investment opportunities.

One digital platform:

IDEIA forms part of Egypt’s economic entities platform, which aims to streamline procedures, licenses, and permits for investors and facilitate both domestic and foreign investment.

The system allows project developers and accredited consulting firms to submit environmental studies and approval requests electronically. The Egyptian Environmental Affairs Agency can then manage reviews, assessments, approvals, and application tracking through a centralized database.

Supporting green industry:

Awad said the platform represents a major step in Egypt’s environmental and digital transformation efforts under the GSI program.

She said IDEIA was developed in response to challenges faced by investors and other users of environmental assessment procedures, incorporating their feedback to simplify and accelerate processes while maintaining compliance with environmental standards.

The system also provides data and performance indicators to improve workflow and service delivery, while enabling investors to follow their environmental studies throughout the review process.

Boosting export competitiveness:

Saleh highlighted Egypt’s progress in developing its first regulated and supervised voluntary carbon market, noting that carbon-footprint accounting is becoming increasingly important to the competitiveness of Egyptian exports and companies’ ability to meet environmental requirements in global markets.

The ministry is also working to introduce investment incentives for companies that reduce their carbon emissions and cooperating with the Ministry of Electricity and Renewable Energy to establish a registry of renewable-energy projects serving small and medium-sized enterprises.

Egypt-EU partnership:

European Investment Bank Regional Head Guido Clary said IDEIA provides a unified digital platform for project developers and accredited consultants to submit environmental studies and approval requests online.

Deputy Head of the EU Delegation to Egypt Anne Schouw said digitization will make environmental procedures faster, more efficient, and more transparent. Shorter processing times and streamlined workflows will support industry and help companies implement projects more efficiently.

She added that IDEIA reflects the ongoing Egypt-EU environmental partnership and supports efforts to promote green production, strengthen Egyptian industry’s competitiveness, and expand export opportunities.
