Rezolv Energizes Romania’s largest wind farm at 192MW, €331m phase 2

Rezolv Energy, backed by Actis and Mubadala, has energized the 192-megawatt (MW) first phase of the VIFOR Wind Farm in Romania’s Buzău County, the country’s largest wind project to be energized in more than a decade.

The second phase, due for completion in 2027, will bring VIFOR’s total capacity to 461MW, making it one of Europe’s highest-capacity onshore wind farms.

192MW first phase:

VIFOR Phase 1 comprises 30 Vestas V162 turbines, each with a capacity of 6.4MW. Vestas served as the engineering, procurement and construction (EPC) partner for the phase.

Once fully operational, VIFOR is expected to generate enough electricity to power more than 270,000 homes and avoid approximately 540,000 tons of CO₂e emissions annually.

The project follows the opening in May 2026 of Rezolv Energy’s 225MW St. George solar park in Silistra, Bulgaria, its first project to come onstream.

Boosting Romania’s wind capacity:

The project comes as Romania seeks to revive large-scale wind development after rapid capacity growth between 2010 and 2015 was followed by a period of slower expansion.

Romania currently has just over 3GW of installed wind capacity, while its National Energy and Climate Plan targets 7.3GW by 2030.

€291mln phase 1 financing:

VIFOR Phase 1 was supported by up to €291 million in financing from a consortium of eight lenders led by Erste Group, UniCredit Group and the European Bank for Reconstruction and Development (EBRD).

Phase 2 is backed by additional financing facilities of up to €331 million, largely provided by lenders involved in Phase 1.

The project is also supported by six long-term corporate power purchase agreements (PPAs) with T-Mobile Czech Republic, Slovak Telekom, CE Colo Czech Republic, Bekaert, A2A and Etem Gestamp, representing more than 350 gigawatt-hours (GWh) of clean power annually.

Skills, biodiversity:

Rezolv Energy and RenewAcad opened a renewable energy training center in Buzău in 2025. Through its Rezolv Energy Skills Academy, the company has provided 200 free training places to support local renewable energy skills development.

The project also includes biodiversity measures covering two Natura 2000 areas, with dedicated management and action plans for mitigation, monitoring and restoration, including bird and bat monitoring.

Rezolv Energy has a 2.8GW portfolio of large-scale renewable energy projects in operation, construction or late-stage development across Southeastern Europe.

Its Romanian portfolio includes the 1.3GW Dama Solar project in Arad County and the 600MW Dunarea East & West Wind Farms in Constanța County.
