Europe’s largest industrial carbon capture and storage (CCS) facility was officially inaugurated at Yara’s Sluiskil plant in the Netherlands, establishing the first complete cross-border value chain for capturing, transporting and permanently storing CO₂.

The inauguration was attended by Norwegian Prime Minister Jonas Gahr Støre, Dutch Prime Minister Rob Jetten, European Commissioner for Climate, Net Zero and Clean Growth Wopke Hoekstra, and Yara International President and CEO Svein Tore Holsether.

“This is an important day for Yara and for European industry. The carbon capture facility in Sluiskil proves that large-scale industrial decarbonization is possible today,” Holsether said.

800,000 Tons of CO₂ annually:

Yara Sluiskil, Europe’s largest ammonia and fertilizer plant, can capture and liquefy up to 800,000 tons of CO₂ annually from ammonia production, helping the company avoid carbon taxation on the captured volumes.

The liquefied CO₂ will be transported by ship to Norway, where Northern Lights will permanently store it 2,600 meters beneath the seabed.

With the right framework conditions in place, the project is expected to capture and store around 12 million tons of CO₂ over the next 15 years, contributing to European climate goals and industrial decarbonization.

Supporting industrial competitiveness

CCS is considered a key tool for reducing emissions from energy-intensive industries while maintaining production, jobs and value creation in Europe.

The technology can help industries including fertilizers, ammonia, cement and waste management cut emissions that are difficult to eliminate through other measures.

“Europe needs practical climate solutions that deliver real emissions reductions while strengthening industrial competitiveness,” Hoekstra said, adding that the Sluiskil project demonstrates what can be achieved through innovation and cross-border cooperation.

Cross-border CO₂ transport, storage:

The project connects CO₂ capture at Yara Sluiskil with maritime transport and permanent storage in Norway. Northern Lights vessels will transport the liquefied CO₂ to Øygarden, where it will be stored 2,600 meters below the seabed.

“This is a milestone we have been looking forward to,” said Tim Heijn, Managing Director of Northern Lights. “Together, we are demonstrating that capture and cross-border CO₂ transport and storage is a viable solution for European industry.”

Heijn said the project also marks an important step in developing Europe’s carbon management market and the infrastructure needed for the region’s industrial transition.

Driving low-carbon products:

The CCS project will enable Yara to further reduce the carbon footprint of its production and support lower-carbon value chains across agriculture, industry, energy and shipping.

These include low-carbon fertilizers for more sustainable food production, low-carbon ammonia for industrial applications and clean-energy solutions, and low-carbon fuels for the maritime sector.
