United Nations Secretary General Ant\u00f3nio Guterres<\/a> stressed that Africa needs action on economy, climate and peace.<\/p>\n

He called for these actions during the 36th ordinary Session of the African Union Assembly.<\/p>\n

Guterres said Africa is rich with potential. But it is not rich in global support. Investing in African pathways to prosperity requires finance. And developing countries are repeatedly left in the lurch.<\/p>\n

The global financial system routinely denies them debt relief and concessional financing, while charging extortionate interest rates.<\/p>\n

As a result, vital systems are starved of investment \u2014 from health and education, to green technology, social protection and the creation of new, sustainable jobs.<\/p>\n

Meanwhile, women and girls are still not receiving the support and investment they need \u2014 in the classroom, in the workplace, in civil society and across political systems.<\/p>\n

African countries cannot invest in these critical areas and climb the development ladder with one hand tied behind their backs.<\/p>\n

\u201cI have called for a new Bretton Woods moment to radically transform the global financial architecture,\u201d Guterres said.<\/p>\n

The beating heart of this system \u2014 every decision, mechanism and process \u2014 should be centered on the needs of developing countries.<\/p>\n

They should have a far greater voice in global institutions \u2014 including financial institutions.\u00a0\u00a0The Security Council, the Bretton Woods system are typical examples where Africa is dramatically underrepresented.<\/p>\n

\u201cWe need a new debt architecture that provides debt relief and restructuring to vulnerable countries \u2014 including middle-income countries \u2014 while providing immediate debt suspension and write-downs to countries in need,\u201d Guterres said.<\/p>\n

Multilateral Development Banks should transform their business model and accept a new approach to risk.<\/p>\n

This includes massively leveraging their funds to attract greater flows of private capital into your countries.<\/p>\n

It means scaling-up guarantees and adopting first-loss positions in coalitions of financial institutions to support developing countries, particularly in Africa.<\/p>\n

\u201cI will also continue pushing G20<\/a> leaders for an SDG Stimulus to support the Global South,\u201d he said.<\/p>\n

The SDG Summit this September must be a breakthrough moment in delivering support for developing countries and reforming a broken global financial system.<\/p>\n

\u201cI will continue standing with you in this fight,\u201d he added.<\/p>\n

As for climate action that Africa needs, he said the brutal injustice of climate change is on full display with every flood, drought, famine and heatwave endured\u00a0on this continent.<\/p>\n

The countries least responsible for this crisis are feeling its most devastating impacts.<\/p>\n

Meanwhile, several African countries are demonstrating strong leadership on climate.<\/p>\n

This includes Kenya\u2019s green economy strategy, the effort to protect the tropical forests of the Congo, South Africa\u2019s Just Transition Energy Partnership and the AU\u2019s ambitious Green Stimulus Program.<\/p>\n

\u201cI am encouraged by the leading role of the African Small Island States, role they are playing in championing the Great Blue Wall Initiative,\u201d he said.<\/p>\n

\u201cIt is clear, the world must decarbonizes,\u201d he added.<\/p>\n

\u201cBut we need to ensure that the transition to renewable energy is a just transition, particularly in Africa, where energy access and development challenges must be properly addressed,\u201d he highlighted.<\/p>\n

This includes wider access to technologies like battery-storage systems, components and raw materials.<\/p>\n

The upcoming Transboundary Battery and Electric Vehicle Value Chain Initiative hosted by DRC and Zambia is a good example.<\/p>\n

But all these efforts must be matched by a tidal wave of support from developed countries.<\/p>\n

They must deliver on the $100-billion promise to developing countries, he said, adding that they must deliver on the loss and damage fund agreed to at the last COP, in Sharm el Sheikh.<\/p>\n

They must deliver on doubling adaptation finance, he noted, adding that they must deliver on replenishing the Green Climate Fund.<\/p>\n

And deliver on plans for early warning systems to protect every person in the world within five years \u2014 including the 6 in 10 Africans who lack these systems.<\/p>\n

\u201cIn September, I will convene a Climate Ambition Summit on our pathway to COP28 in December, where governments, business and civil society will demonstrate their commitment to reach net zero,\u201d he added..<\/p>\n

The African Union is taking inspiring steps to help realize the enormous potential of this great continent, he said Africa is poised for progress.<\/p>\n

\u201cI\u2019m pleased to see your strong focus on job-creation and the enormous potential of the African Continental Free Trade Area,\u201d he said.<\/p>\n

This represents a truly transformative pathway to job-creation and new sources of prosperity for Africans, especially for the youth, he added.<\/p>\n

\u201cAnd I applaud the exciting progress that has been made so far, and the commitment of President Issoufou as champion of this important effort,\u201d he added.<\/p>\n

\u201cThe United Nations is proud to be your partner and to work together,\u201d he added.<\/p>\n

\u201cThe ties between the African Union and the United Nations have never been stronger,\u201d he highlighted.<\/p>\n

\u201cClimate chaos \u2014 that the people of Africa did very little to cause \u2014 that is whipping up floods and deadly droughts, putting communities and lives at risk and displacing millions,\u201d he said.<\/p>\n

\u201cAnd peace and security threats often involving interests \u2014 and profits \u2014 far beyond the continent\u2019s borders,\u201d he expounded.<\/p>\n

The proposed New Agenda for Peace is our plan at the United Nations to revitalize multilateralism and strengthen our peace operations around the world.<\/p>\n

It aims to take a holistic view that identifies root causes and prevents the seeds of war from sprouting.<\/p>\n

It will set out a comprehensive approach to prevention, linking peace, sustainable development, climate action, and human rights, drawing on the broader participation of women and young people.<\/p>\n

\u201cAnd we are committed to strengthening our work with the African Union to bolster democratic and responsive governance structures,\u201d he concluded.<\/p>\n
