However, flooding and poor environmental sanitation are major impediments holding back the city\u2019s development. Located at a low elevation on the Tien River plain, about 60 percent of the city is prone to flooding.<\/span><\/p>\n<p dir=\"ltr\" style=\"background: white; box-sizing: border-box; overflow-wrap: break-word; font-variant-ligatures: normal; font-variant-caps: normal; orphans: 2; text-align: left; widows: 2; -webkit-text-stroke-width: 0px; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial; word-spacing: 0px; margin: 0cm 0cm 13.4pt;\"><span style=\"font-size: 15.0pt; font-family: 'Arial','sans-serif'; color: #333333;\">The\u00a0<a style=\"box-sizing: border-box; cursor: pointer;\" href=\"https:\/\/projects.worldbank.org\/en\/projects-operations\/project-detail\/P171700\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #0071bc; text-decoration: none; text-underline: none;\">Vinh Long City Urban Development and Enhanced Climate Resilience Project<\/span><\/a>, at a total cost of $202.2 million, will help remove physical constraints to development in the urban core area through the development of flood control systems, drainage, wastewater collection and treatment, and investment in key urban roads.<\/span><\/p>\n<p dir=\"ltr\" style=\"background: white; box-sizing: border-box; overflow-wrap: break-word; font-variant-ligatures: normal; font-variant-caps: normal; orphans: 2; text-align: left; widows: 2; -webkit-text-stroke-width: 0px; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial; word-spacing: 0px; margin: 0cm 0cm 13.4pt;\"><span style=\"font-size: 15.0pt; font-family: 'Arial','sans-serif'; color: #333333;\">\u201cStrengthening urban infrastructure is key to a city\u2019s ability to unlock its potential, safeguard its gains and withstand multiple shocks<i>,\u201d\u00a0<\/i>said\u00a0World Bank Acting Country Director for Vietnam Rahul Kitchlu<i style=\"box-sizing: border-box;\">. <\/i>\u201cOur support will empower Vinh Long City to pursue ambitious investments to build greater resilience to climate and disaster risks.\u201d<\/span><\/p>\n<p dir=\"ltr\" style=\"background: white; box-sizing: border-box; overflow-wrap: break-word; font-variant-ligatures: normal; font-variant-caps: normal; orphans: 2; text-align: left; widows: 2; -webkit-text-stroke-width: 0px; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial; word-spacing: 0px; margin: 0cm 0cm 13.4pt;\"><span style=\"font-size: 15.0pt; font-family: 'Arial','sans-serif'; color: #333333;\">Nearly half of the project\u2019s funding will be used to develop flood risk mitigation measures, including embankments and tidal sluice gates, rehabilitation and upgrades of the canal and drainage system, and investments in green infrastructure to retain and infiltrate rainwater. The project will also support the building of three strategic roads that will improve the inter-city connectivity and further enhance the city\u2019s flood protection capacity.<\/span><\/p>\n<p dir=\"ltr\" style=\"background: white; box-sizing: border-box; overflow-wrap: break-word; font-variant-ligatures: normal; font-variant-caps: normal; orphans: 2; text-align: left; widows: 2; -webkit-text-stroke-width: 0px; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial; word-spacing: 0px; margin: 0cm 0cm 13.4pt;\"><span style=\"font-size: 15.0pt; font-family: 'Arial','sans-serif'; color: #333333;\">This project will further improve urban management and planning through investments in data, information and communication technology. Key components will include an integrated flood risk management information system, a geospatial data sharing platform, information, education, and communication campaigns, and improved transportation management.<\/span><\/p>\n<p dir=\"ltr\" style=\"background: white; box-sizing: border-box; overflow-wrap: break-word; font-variant-ligatures: normal; font-variant-caps: normal; orphans: 2; text-align: left; widows: 2; -webkit-text-stroke-width: 0px; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial; word-spacing: 0px; margin: 0cm 0cm 13.4pt;\"><span style=\"font-size: 15.0pt; font-family: 'Arial','sans-serif'; color: #333333;\">The $126.9-million-credit is being provided through the World Bank\u2019s International Development Association (IDA), the Bank\u2019s concessional lending window. The project is being co-financed by a $19.5-million grant from the Development Related Infrastructure Investment Vehicle (DRIVE), a facility provided by the Dutch Ministry of Foreign Affairs.
