{"id":54708,"date":"2020-04-18T23:52:14","date_gmt":"2020-04-18T21:52:14","guid":{"rendered":"https:\/\/www.csregypt.com\/?p=54708"},"modified":"2020-04-18T23:52:14","modified_gmt":"2020-04-18T21:52:14","slug":"undp-sets-three-steps-towards-debt-sustainability-under-covid-19-crisis","status":"publish","type":"post","link":"https:\/\/csregypt.com\/en\/undp-sets-three-steps-towards-debt-sustainability-under-covid-19-crisis\/","title":{"rendered":"UNDP sets three steps towards debt sustainability under COVID-19 crisis"},"content":{"rendered":"<p dir=\"ltr\" style=\"text-align: left;\">The United Nations Development Program (UNDP) set three steps towards debt sustainability under the coronavirus (COVID-19) crisis.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">The UNDP commends the decisions of the International Monetary Fund (IMF), the World Bank Group, and the G20 to immediately suspend debt service payments of 76 countries for one year, including 40 countries in Sub-Saharan Africa.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">This debt relief will play a critical role in helping countries to prepare, respond and recover in the face of the COVID-19 pandemic, particularly to navigate its devastating social and economic impacts.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">However, as the UN Secretary-General sets out in his\u00a0<a href=\"https:\/\/www.un.org\/sites\/un2.un.org\/files\/un_policy_brief_on_debt_relief_and_covid_april_2020.pdf\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.un.org\/sites\/un2.un.org\/files\/un_policy_brief_on_debt_relief_and_covid_april_2020.pdf&amp;source=gmail&amp;ust=1587330437476000&amp;usg=AFQjCNGV0jWlSXVT5wVSBeQSwbmJtlgS5A\">new report<\/a>,\u00a0<em>Debt and COVID 19: A Global Response in Solidarity<\/em>, the agreed suspension of debt is not enough. Focusing on the poorest countries alone will not be sufficient to address the scale of this emergency.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Debt relief should not be based on the level of income but on vulnerability. A hurricane can wipe out an economy in the course of 8 hours. A pandemic will put a continent on freeze for months.\u00a0<strong>\u00a0<\/strong>These have nothing to do with income, wealth or GDP. They have everything to do with vulnerability.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">The United Nations encourages all parties to put in place a debt moratorium for the next two years for\u00a0<em>all<\/em>\u00a0vulnerable countries. If the virus does not discriminate between countries based on their income level, nor should the international community.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">\u201cAs laid out in the UN Secretary-General\u2019s report, we are calling on all creditors \u2013 public and private, bilateral and multilateral &#8211; to take three steps towards debt sustainability in these extraordinary times,\u201d UNDP Administrator Achim Steiner said in a statement.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">The first step is to establish an immediate debt moratorium for all developing countries to provide \u201cbreathing space\u201d for all that need it to focus on crisis response.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">The second step is to provide targeted debt relief for countries with unsustainable debt levels and provide the policy space needed to achieve the the Sustainable Development Goals (SDGs).<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">The third step is to revisit the long-standing challenges of the international debt architecture when the crisis recedes.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">In line with the Addis Ababa Action Agenda, all actions taken should be in line with countries\u2019 strategies to finance progress towards the SDGs.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Shutting down economies to prevent the spread of this virus saves lives, but without simultaneous action, decades of hard-won development progress could be lost. More than half a billion more people could be pushed into poverty, according to recent research.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">\u201cThis crisis has laid out in the starkest way possible just how interconnected our world is.
