Girls are at a\u00a0particular disadvantage. Educating Somali girls will not only impact fertility rates but ensure healthier, better educated and more productive families.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\"><em>\u201cThe Somali Federal Government is working tirelessly to achieve the necessary enabling fiscal and economic reforms to raise domestic revenue, grow the economy, finance basic public services and expand the educational and employment opportunities for the Somali people,\u201d<\/em>\u00a0said\u00a0<strong>Abdirahman\u00a0Beileh, Minister of Finance<\/strong>.\u00a0<em>\u201cOur efforts are bearing fruit and we hope this will be supported in the future with the concessionary resources to invest in the social sector and development after debt cancellation is achieved.\u201d<\/em><\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">While the challenges are substantial, there are clear signs of progress, including the rollout of a national curriculum and providing education opportunities in local languages. Affordable mobile connectivity throughout the country also offers opportunities for improved teacher quality and better learning outcomes for students.\u00a0The report also notes that the fostering of partnerships with communities and the private sector could help to fill the education access gap.<\/p>\n<p dir=\"ltr\" style=\"text-align: center;\"><em>\u201cSomalia is laying the foundations for longer term economic development, but human capital development is essential for growth to be inclusive and sustainable,\u201d<\/em>\u00a0said\u00a0<strong>Hugh Riddell, World Bank Country Manager for Somalia<\/strong>.\u00a0<em>\u201cAttracting more public and private investment into Somalia\u2019s education sector is therefore fundamental to securing poverty reduction in line with the hopes of the new National Development Plan.\u201d<\/em><\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">On the overall economic situation in the country, the report notes that progress in realizing\u00a0economic recovery\u00a0has been steady and\u00a0sustained.\u00a0The Somali economy is estimated to have expanded by 2.8 percent in 2018,\u00a0compared\u00a0to\u00a01.4 percent in 2017,\u00a0following a modest\u00a0rebound\u00a0of the agriculture sector from the effects of the 2016\/17 drought.\u00a0Growth\u00a0of\u00a02.9 percent\u00a0is forecast for\u00a02019 and projected\u00a0to expand by\u00a03.2 &#8211; 3.5 percent over the medium-term,\u00a0assuming\u00a0the\u00a0current reform momentum continues.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Heightened economic activity combined with reforms in tax policies and tax administration have contributed to domestic revenues\u00a0increasing by 29\u00a0percent\u00a0in 2018, albeit from a low base. While this progress is\u00a0encouraging, the available fiscal space remains insufficient to meet expenditure needs\u00a0education and health\u00a0sectors.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">With the potential to normalize relations with International Financial Institutions,\u00a0Somalia\u00a0has an opportunity to drive\u00a0forward\u00a0coordinated and sustained efforts\u00a0to boost education access and teaching quality. The report proposes the establishment of a national education development fund that will ensure adequate education financing across the Federal Member States with incentives to maximize student enrollment.\u00a0Such efforts are proposed to be complemented by\u00a0partnerships with non-state sector and communities, as well as the deployment of technology to provide adequate learning support for teachers and students.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\"><em>\u201cThe success of the suggested approaches will depend on the availability of reliable data on the characteristics and performance of students, schools and other management entities,\u201d<\/em>\u00a0said\u00a0<strong>Huma Ali Waheed,\u00a0World Bank\u00a0Senior\u00a0Education\u00a0Specialist<\/strong>.\u00a0<em>\u201cAbove all, success will be contingent on enough and predictable funding at all levels of government with aligned donor funding to support system development.\u201d<\/em><\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">\n","protected":false},"excerpt":{"rendered":"<p>Improving education outcomes of the younger generation is key for enhancing productivity, sustaining economic recovery, boosting inclusive growth and promoting poverty reduction in Somalia, says the 4th edition of the World Bank\u2019s\u00a0Somalia Economic Update (SEU).
