Vodafone is calling for connectivity to be recognized as critical climate infrastructure as climate-related disasters become more frequent and severe, with a new report highlighting that less than 10% of global climate finance<\/a> reaches local adaptation efforts.<\/p>\n

Digital networks as climate lifelines<\/strong><\/p>\n

Vodafone’s Connectivity as a Lifeline: Enabling Climate Resilience in a Disrupted World<\/em> report shows how mobile networks and digital services are supporting climate resilience across Europe and Africa, from early warning systems and network preparedness to emergency response, digital aid and long-term recovery.<\/p>\n

The report finds that extreme weather events have affected 1.6 billion people and caused more than $2 trillion in economic losses over the past decade. It also highlights that early warning systems can reduce disaster damage by up to 30% when alerts are delivered within 24 hours, but around one-third of the world’s population remains unprotected by such systems despite widespread access to mobile broadband networks.<\/p>\n

Vodafone said connectivity can determine whether communities face prolonged disruption or faster recovery during climate shocks, enabling people to receive warnings, access essential services, coordinate emergency responses and receive financial support.<\/p>\n

Strengthening resilience before climate shocks hit:<\/strong><\/p>\n

The report points to ongoing challenges threatening network resilience. Power failures account for around 25% of reported telecom network incidents in the UK, while two in five countries have yet to establish National Emergency Telecommunication Plans, creating gaps in disaster preparedness and coordination.<\/p>\n

Vodafone and Vodacom operations have supported climate resilience efforts through several initiatives. In Germany, Vodafone helped expand Cell Broadcast emergency alerts following the 2021 Ahr Valley floods, when 13,000 fixed-line connections were destroyed and 59 base stations failed. Despite the scale of the damage, around 85% of stations in affected areas remained operational, with nearly 90% of mobile coverage restored within 24 hours.<\/p>\n

In Greece, Vodafone has strengthened network resilience through backup power, alternative connectivity solutions and emergency coordination to maintain services during wildfire risks. In Mozambique, Vodacom enhanced cyclone preparedness through improved warnings, crisis simulations and satellite communications for critical teams following the 2024-25 cyclones that affected 687,000 people and destroyed 118,000 homes.<\/p>\n

Digital tools support recovery<\/strong><\/p>\n

The report also highlights the role of digital services in helping communities recover after climate-related disruptions. In South Africa, Vodacom used digital tools, including e-learning, digital lending and e-vouchers, to support communities affected by floods.<\/p>\n

Through Mezzanine, Vodacom’s digital solutions subsidiary, partnerships in Kenya have delivered more than KES 130 million in digital vouchers across 11 climate-vulnerable counties since 2020, achieving a 100% redemption rate.<\/p>\n

Policy action needed<\/strong><\/p>\n

Vodafone is urging governments, regulators and humanitarian organizations to strengthen investment in resilient digital infrastructure, accelerate the use of emerging technologies such as AI, IoT and satellite connectivity, and integrate digital payments and mobile money into climate adaptation strategies.<\/p>\n

The company said connectivity should be embedded within wider climate resilience planning to help communities anticipate risks, maintain essential services and recover faster when climate shocks occur.<\/p>\n","protected":false},"excerpt":{"rendered":"
