SolutionsPlus<\/a> –\u00a0an innovative project supported by the United Nations Environment Program (UNEP)<\/a> and funded by the European Union – has not only contributed to accelerating the rollout of electric vehicles, but also helped create jobs for women.<\/p>\n

SolutionsPlus<\/a>\u00a0has\u00a0helped nine\u00a0cities from Kigali to Quito, Ecuador speed the rollout of electric vehicles. Many of these pilot projects \u2013 which backers call\u00a0living labs<\/a>\u00a0\u2013 have emphasized the importance of creating economic opportunities for women.<\/p>\n

That has helped put drivers, especially women, at the forefront of the electric vehicle movement, which experts say could reshape urban mobility across the Global South and rein in the greenhouse gas emissions propelling climate change.<\/p>\n

There are an estimated\u00a0570 million<\/a>\u00a0two- and three-wheelers on the road in Africa, Asia and Latin America. Most of these vehicles have internal combustion engines. They consume up to\u00a020 percent<\/a>\u00a0of all liquid petroleum fuels used for transport in countries outside the Organization for Economic Cooperation and Development, making them a major source of air pollution and climate-altering greenhouse gases.<\/p>\n

But in some places, the tide is starting to turn towards electric vehicles.<\/p>\n

In Quito\u2019s\u00a0historic center<\/a>, a fleet of electric delivery vehicles \u2013 including bikes, mini-vans, and quadricycles \u2013 are ferrying packages as part of a SolutionsPlus project. The vehicles have transported some 300 tons of goods, preventing the release of 6.5 tons of carbon dioxide and advancing the city\u2019s goal of reaching\u00a0zero emissions<\/a>.<\/p>\n

The pilot project\u00a0trained and licensed women drivers<\/a>\u00a0through partnerships with local logistics companies, such as\u00a0Grupo Entregas<\/a>, a Fedex licensee that reduced its carbon footprint by 10 percent.<\/p>\n

\u201cWe are convinced that changing the mobility business model is necessary and urgent,\u201d said Maria Paulina Romo, president of Grupo Entregas.<\/p>\n

Meanwhile, startups in Argentina and Colombia are developing environmentally friendly transport options, including for\u00a0residents with disabilities,\u00a0<\/a>with support from SolutionsPlus. Montevideo, Uruguay, now boasts a network of charging stations supporting the\u00a0growing number of electric vehicles<\/a>\u00a0navigating its streets.<\/p>\n

In\u00a0Dar es Salaam<\/a>, Tanzania, 43 electric three-wheelers and 16 pedal-assist bicycles were introduced, and 45 people were trained in assembly and repairs.<\/p>\n

In\u00a0Hanoi<\/a>, Viet Nam, SolutionsPlus helped introduce 50 electric mopeds and train 150 drivers\u2014nearly half of them women. Diesel buses were converted into electric vehicles in\u00a0Kathmandu<\/a>, Nepal. Meanwhile, in\u00a0Pasig<\/a>, Philippines, electric four-wheelers, known as\u00a0quadricycles<\/a>, now deliver the mail and collect rubbish.<\/p>\n

\u201cWith projects like SolutionsPlus we are not just introducing and testing new technologies. We\u2019re cultivating entire ecosystems to support a shift to sustainable mobility,\u201d said\u00a0\u00a0Rob de Jong, Head of UNEP\u2019s Sustainable Mobility Unit\u00a0.<\/p>\n

Perhaps the most dramatic transformation is taking place\u00a0in Rwanda<\/a>. With support from UNEP, Kigali, home to 1.7 million people, has created an electric vehicle charging framework, introduced a bicycle-sharing network, and rolled out a fleet of electric buses. It has focused on creating economic opportunities for people living in poverty and women.<\/p>\n

That work culminated recently in a precedent-setting decision: in January 2025, Kigali halted the registration of petrol motorcycles for public transport, allowing only electric motorbikes.<\/p>\n

SolutionsPlus is an 18-million-euro project orchestrated by the\u00a0Urban Electric Mobility Initiative.\u00a0<\/a>It is funded by the\u00a0European Union<\/a>\u00a0and the\u00a0Global Environment Facility<\/a>. It is concluding\u00a0following<\/a>\u00a0a nearly five-year journey.<\/p>\n

\u201cThe lessons learned here will be invaluable in shaping a cleaner, zero-carbon and more inclusive urban transport landscape for the future,\u201d said UNEP\u2019s De Jong.<\/p>\n
